Aéroport de Kigali

Le nouvel aéroport de Kigali accueillera son 1er vol, en 2015. L'actuel aéroport est arrivé à saturation et il est impossible de l'agrandir (l'aéroport est dans la ville).

KIGALI, RWANDA-Rwanda plans to build a new airport that is expected to be completed by 2015, Vincent Karega, Rwanda's Infrastructure Minister told the press last week.

The New Bugesera International Airport to be located south of Kigali City, in the sparsely populated Nyamata district,in Eastern Rwanda, may cost US$700 million, according to the minister.

The multi million dollar project will be developed in phases. The first phase will cost about $450m and the second phase $250m.

"Phase I [one] will start with a terminal and a bigger runway, and facilities for fueling and security among many basic requirements of a world class airport," he said. Phase II will mean building the second runway.

The funding of the project, the minister tells the press, will be through a Public-Private Partnerships (PPP's) model. The government has already recruited PricewaterhouseCoopers as transaction advisor to mobilize the private capital to invest in the project.

"They [PricewaterhouseCoopers] are still working out on the material and content. They will soon organize a roundtable on the Bugesera Airport. They are quite optimistic that we will attract many investors and good contractors," Karega explained.

With the technical and feasibility studies already completed, architectural design done, the minister is optimistic the airport should be ready by 2015.

A British engineering company, TPS Consult, is working on a detailed design.

"Construction only takes two years and the site is not a densely inhabited area so there will not be much time spent on compensating and relocating people. As soon as money is available work will start immediately," he assured.

He said $8.5m has already been spent on the feasibility studies, architectural designs and review by International Civil Aviation Organization.

"As always, Government has taken the initiative to foot this bill in its totality so as to kick start the project," Karega said.

The construction comes at a time operators at Kigali International Airport are complaining about facilities that cannot handle the growing number of passengers and operators.

In 2004, the airport served 135,189 passengers. In 2008, the airport served about 300 000 passengers but the number of passengers is projected to rise..

Signs are already showing that during peak days the airport is overwhelmed both by the traffic and planes that land and take off.

"During peak days, when there is in-coming traffic from SN Bruselles, Kenya Airways and Ethiopian Airlines at once and it becomes almost impossible to handle the traffic, to find parking of the aircrafts and refueling of airplanes," Karega says.

wanda Civil Aviation Authority (RCAA) says it has recorded an increase of 25 percent in its revenue on account of increased air traffic and airport users over the last three years at Kigali International Airport.

Statistics from the body which oversees and regulates the aviation industry in Rwanda show that it grew by 20 percent with approximately 300,000 passengers registered by the end of last year while the number flights increased from 60 in 2009 to 100 flights last year.

In an exclusive interview with Business Times yesterday, Richard Masozera the Director General of RCAA attributed the growth in revenue to the automation of car park which has improved the efficiency in financial collection.

The system offers a diverse range of information to meet security needs and reduce the likelihood of small funds being mismanaged.

"In 2010 the aviation industry recorded significant achievements in daily operations, in infrastructure development, flight safety, air navigation and human resource development," he said.

Rwanda is benefiting from increased inflow of air traffic particularly from USA, the UK, Japan, Germany and the East Africa Community.

"We are benefiting from an improved national economy and also a recovery from the Global Financial Crisis," Masozera said.

Masozera observed that the industry is experiencing a growth in traffic volumes, a trend that is likely to continue throughout this year following the entry of KLM and Air Uganda in to the market last year.

"With more entrants in the market and with the opening of new routes by the National carrier, Kigali will be a transit point in the region," he emphasized.

Increase in scheduled flights this year is expected to trim cargo flight costs and significantly increase horticulture exports.

"With daily flights to the Middle East and Europe, the opportunities of fresh produce to hit the European market have increased, but cargo airline needs the organization of farmers ... to sustain the volumes which can ration an airline," he said recently in a parallel interview.

It's projected that 2011 will see more air-traffic increase with the amended and fresh Bilateral Air service Agreements (BASAs).

Interested countries include; Belgium, United Arab Emirates (UAE), Singapore, Egypt and The Netherlands.

Aéroports de Lyon serait en bonne position pour participer à la construction (ou à la gestion) du nouvel aéroport (projet estimé à 650M USD). Une entreprise française Egis s'occupe déja de toute l’ingénierie. Il semble donc que la piste 100% chinoise soit balayée. Vu les relations entre le Rwanda et la France, depuis 1994, ça serait quelque chose d'énorme.
La Société des Aéroports de Lyon veut offrir ses services dans la construction et la gestion des aéroports. Elle a déjà construit un terminal de l’aéroport de Maya Maya à Brazzaville. Elle est entrain de réaliser la même activité au Togo, Cameroun (Douala et Yaoundé). Et bientôt, elle sera à pied d’œuvre au Mali.

"Sur les aéroports de Lyon transitent plus de huit millions de passagers chaque année. C’est un des aéroports les plus modernes d’Europe. La Société a déjà reçu beaucoup de prix au niveau européen ", selon Roger Forneris, Directeur des Projets au sein de cette compagnie.

Il a rappelé que cette société développe des formations des pilotes. Il est déjà intéressé par la construction de l’aéroport régional de Bugesera au Rwanda.
